Indeed. None of the major passes had opened yet – Rohtang was due to open in another 3-4 weeks. We couldn't do Nubra Valley or Tso moriri Lake because of heavy snowfall and in fact were snowed in on one of the days in Leh! Still, had a great time. Fewer tourists alone make a visit in off-season worthwhile.
